What Does the 21st Century ROAD to Housing Act Mean for Home Buyers & Sellers?

You may have seen headlines about the 21st Century ROAD to Housing Act, a major new federal housing law, and wondered what it could mean for you as a home buyer or seller.

The law covers a lot of ground, but one provision getting plenty of attention involves large institutional investors buying single-family homes.

Here’s what you need to know.

What Is the 21st Century ROAD to Housing Act?

The 21st Century ROAD to Housing Act became law in July 2026 and includes a wide range of changes intended to address housing supply, affordability, financing, appraisals, manufactured housing, and other housing-related issues.

One of the most talked-about provisions puts new restrictions on large institutional investors that purchase single-family homes.

Beginning January 7, 2027, a for-profit entity that has investment control of 350 or more single-family homes will generally be prohibited from purchasing additional single-family homes. There are several exceptions to the rule, including certain newly built or substantially rehabilitated homes intended for rental.

The goal is straightforward: reduce competition from very large corporate buyers and keep more existing homes available for individual buyers and families.

Does This Mean Investors Can No Longer Buy Homes?

No.

The law is specifically aimed at large institutional investors. Smaller investors, individual landlords, local or regional investment companies that fall below the threshold, and everyday buyers can continue purchasing homes.

The law also does not require large investors to sell the homes they already own. It primarily restricts their ability to continue adding existing single-family homes to their portfolios once the new rules take effect.

Build-to-rent housing is another important exception. Large investors can still invest in certain homes built specifically for rental purposes, which allows investment to continue in projects that add new housing supply.

Will This Make It Easier To Buy a Home?

Possibly in some markets, but we wouldn’t expect this law alone to dramatically change housing affordability or competition.

Large institutional investors attract a lot of attention, but they represent a relatively small share of the overall U.S. single-family housing market. Their ownership is also much more concentrated in other parts of the country than here in Minnesota. 

That means the impact of the new law will likely vary quite a bit from one market to another. It’s also important to remember that housing affordability is affected by much more than investor activity. Mortgage rates, available inventory, new construction, buyer demand, employment, and local market conditions all play a role.

What Does This Mean for Twin Cities Buyers & Sellers?

For most people planning a move in the Twin Cities, your day-to-day buying or selling strategy probably isn’t going to change because of this law.

For buyers, the fundamentals still matter: understanding what you can comfortably afford, getting pre-approved with a good local lender, watching inventory, and being prepared when the right home comes along.

For sellers, pricing and positioning remain critical. Your home's value is driven much more by local supply, buyer demand, condition, competition, and recent comparable sales than by a change in federal investor policy.

The Bigger Picture

The institutional investor restriction is only one piece of a much larger federal housing law. Many provisions are focused on increasing housing supply or changing federal housing programs and will take time to implement.

So, while this is an important change worth watching, we wouldn't make a decision about buying or selling a home based on this law alone.
